Brownfield risk is a package risk, not only an environmental topic
Brownfield sites often carry made ground, buried foundations, tanks, services, variable bearing conditions and, on some plots, contamination that affects excavation, disposal and foundation strategy. For commercial buyers, the issue is not only “is the land clean?” — it is how residual uncertainty moves cost, programme and design interfaces inside the groundworks and enabling packages.
Contaminated land assessment, remediation strategy and regulatory duties sit with appropriately qualified environmental specialists and the client’s professional team. Investigation sequencing before you fix the package
Desk study and phased investigation usually inform whether remediation, enabling works and foundation design can proceed with acceptable residual risk. Skipping steps to “save time” often transfers cost into the construction phase — the most expensive place to discover made ground or contamination.

Brownfield schemes often need a clearer split between enabling works (clearance, breaking out, remediation interfaces, temporary access) and the main groundworks package (formation, foundations, drainage). Ambiguous interfaces create disputes about who owns unsuitable material, who validates formation, and who carries delay if remediation overruns.

Brownfield risk needs a construction-facing register
A brownfield risk register is useful only if it connects environmental and historical information to construction decisions. It should not sit as a separate consultant document that the groundworks team reads after mobilisation. The register should explain what each risk means for excavation, disposal, temporary works, programme and cost.
For example, suspected made ground should connect to disposal classification, soft-spot protocol, obstructions, testing and formation acceptance. Former fuel storage should connect to contamination testing, watching briefs and material handling. Old structures should connect to breakout, voids, service conflicts and temporary stability.
The point is not to make the register longer. It is to make it usable by the people buying, pricing and delivering the groundworks package. A short risk entry with a clear construction action is better than a long narrative with no owner.
Unknowns need allocation or provisional treatment
Brownfield projects rarely remove every unknown before tender. The commercial question is how the remaining unknowns are allocated. Some can be investigated before award, some can be carried as provisional quantities, and some can remain client risk with agreed rates for defined events.
The weakest approach is to ask contractors for a clean fixed price while leaving major brownfield uncertainty unresolved. That creates defensive pricing or later disputes when obstructions, contamination or unsuitable material appear.
A better tender states what is known, what is assumed and what mechanism applies if the assumption fails. This protects the client from open-ended claims and protects the contractor from being asked to carry unpriceable risk.
Sequence investigation, enabling and main works deliberately
Brownfield risk often justifies a separate enabling or investigation phase before the main groundworks package. Trial pits, service tracing, obstruction probing, contamination testing, vegetation clearance and demolition remnants can all change the final scope.
Separating those tasks can make the main tender cleaner. It gives contractors better information, reduces risk allowances and helps the client decide whether to change design, levels, disposal strategy or programme before committing to the larger package.
The sequence should also preserve evidence. If material is moved, stockpiled or removed before testing and records are complete, the project can lose the information needed to classify, reuse or value the work properly.
