What this article is — and is not
Building Control, whether through a local authority or a registered building control approver, is concerned with whether building work complies with the Building Regulations. On a groundworks package, the parts most likely to be inspected are foundations, below-ground drainage, formation works and the evidence that supports the design assumptions behind them.

Who does what on foundation and drainage compliance
The designer or structural engineer owns the design basis for foundations. That usually includes the foundation type, dimensions, reinforcement where required, concrete specification and assumptions about bearing capacity, groundwater, trees, made ground or other site conditions. A hold point is a point in the works where the team should pause, notify, inspect or obtain agreement before covering up or moving on. In groundworks, the obvious examples are foundation excavations before concrete is placed, reinforcement before a pour, drainage before backfill and drainage testing before final close-out. Some projects add more hold points because of ground risk, complex design or warranty provider requirements.
The mistake is treating these moments as site interruptions rather than planned activities. If the programme shows excavation and pour on the same day but the inspection requires notice, access and a decision from the inspector, the programme is already too optimistic. The cost of waiting a few hours can be irritating; the cost of pouring or backfilling too early can be much worse.

Depth and width matter, but they are not the whole story. A trench may be deep enough in a simple numerical sense but still be unsuitable if it has loose material at formation, standing water, soft spots, made ground, tree influence or sidewall instability that was not allowed for. Where ground conditions differ from the design information, the safest commercial move is to pause and involve the designer rather than improvise a local fix.
For reinforced foundations, the inspection may also cover reinforcement size, position, laps, cover and support before concrete is placed. What Building Control commonly looks for in drainage
Below-ground drainage is usually checked against the drainage design and the principles in Approved Document H. In practice, the inspection may consider whether foul and surface water systems are arranged as designed, whether gradients and invert levels make sense, whether pipes are properly bedded and surrounded, whether access points are provided, and whether the final system can be tested and maintained.
Falls and levels are a frequent source of tension because they are simple to draw and harder to protect on a live site. A small level error early in the run can affect downstream cover, connection levels or chamber positions. If the groundworks team finds a clash with existing services, a boundary constraint or an unexpected invert, the answer should come through the designer rather than an undocumented site adjustment.
Bedding and surround are also important because drainage performance depends on support as well as pipe material. Pipes laid on poor formation, with inadequate surround or with careless backfill can settle, deform or leak later. The current drawings should be easy to identify. Silent workarounds are where commercial trouble starts. Deepening a trench, changing a pipe route, substituting material, pouring through water or backfilling before agreement may feel like it protects the day's productivity, but it can create a larger problem when records are reviewed or a defect appears later.
Procurement teams can reduce this risk by making assumptions visible in the tender.
