Access is a commercial assumption, not a site nicety
Groundworks prices assume plant can reach the dig, spoil can leave the site, and deliveries can arrive without constant stop-start. When access is tight, shared, delayed or poorly defined, productivity falls and risk allowances rise — sometimes enough to change who can realistically deliver the package.

What access changes in the package
Constrained gates, weak temporary roads, neighbour restrictions, one-way haul routes and limited welfare space change plant size, shift patterns, temporary works and the number of vehicle movements. Restricted access may push teams toward smaller plant, mini piling instead of larger foundation plant, or longer programmes for the same dig volume.
Urban and occupied-site packages are especially sensitive: banksmen, traffic management and delivery booking windows all cost time even when the dig itself is straightforward.
Access decides the construction method
Access is often treated as a logistics note, but in groundworks it can decide the method. Plant size, excavation sequence, concrete delivery, muck-away, piling rig choice, drainage installation and temporary works can all change when the site entrance or internal route is constrained.
A tender that shows the permanent works but not the access reality leaves bidders guessing. One contractor may assume full-size plant and free-flowing wagons. Another may assume smaller machines, more banksmen and slower production. The price difference then reflects different access assumptions rather than different rates.
The access method also needs to consider what happens inside the site, not only at the gate. A wide entrance helps little if there is no turning space, no safe pedestrian segregation, no stable haul route or no place to load wagons without blocking other trades.
Clients can improve pricing quickly by issuing a simple access note: gate dimensions, approach route, internal haul routes, working hours, known restrictions, temporary road status and any shared-use constraints. That note can be more useful than a long generic preliminaries section.
Temporary and permanent access are different problems
Permanent access may be part of the final development, but the groundworks team often needs temporary access long before that permanent route is complete. Confusing the two can create early delays, especially where estate roads, S278 works or permanent surfacing depend on later approvals.
Temporary access has to support construction traffic, weather, turning, loading, emergency routes and protection of completed work. It may need a different specification from the final access, and it may need to move as the site develops.
The package boundary matters. If temporary access roads, wheel wash, road cleaning, traffic management or protection are excluded from the groundworks package, the tender should say who provides them and when. Otherwise the contractor may mobilise to a site that is not ready for the productivity assumed in the price.
This is why access planning belongs in the enabling stage. The site needs a buildable route for the groundworks method, not just a future entrance shown on planning drawings.
Good access evidence reduces pricing spread
The simplest access evidence is often the most useful: current photographs, measured gates, street constraints, overhead obstructions, gradients, ground conditions and annotated logistics drawings. These help bidders visualise the route rather than infer it from a layout plan.
Where the site is already live or occupied, access evidence should also cover people and operations. School drop-off times, tenant access, delivery windows, emergency routes and neighbouring businesses can all restrict when and how groundworks traffic moves.
If access is likely to change during the project, the tender should explain the phases. A contractor may price one method for the enabling period, another for bulk dig, and another after temporary roads are installed. A single access assumption may not fit the whole programme.
Better access evidence does not remove all risk, but it reduces the gap between bidders' assumptions. That makes the comparison more meaningful and gives the client a clearer view of which price reflects the real site.

What to put in the tender so access is priced fairly
Photos of gates and approach roads, swept-path notes, working-hour constraints, crane or piling plant limits, and a draft logistics plan help bidders price the same site. Silence on access is a common reason returns diverge — see site logistics planning.

Before inviting groundworks prices
- Confirm gate width, headroom and turning for expected plant and wagons
- Define temporary haul routes and who constructs them
- List working hours, noise and neighbour constraints
- Clarify shared-access rules with other contractors
- Provide site photos and constraints drawings in the tender pack
- Agree who owns traffic management and highway licences
