Feasibility is not only about plot yield
Many development appraisals focus on unit mix, build cost and sales values. On the ground, two constraints repeatedly decide whether a scheme works commercially: whether foul and surface water can be discharged and adopted on acceptable terms, and whether vehicles, plant and future residents can access the site safely during construction and in use.
Drainage and access problems are expensive because they sit early on the programme, involve third-party authorities, and can force redesign of layout, levels and infrastructure budgets. This article explains why they dominate early feasibility and what information reduces surprise.
Why drainage strategy moves the commercial needle
Surface water rules, SuDS requirements, attenuation volume, outfall capacity and foul connection points all affect land take, excavation depth, programme and cost. A site that “looks buildable” on plan can become unviable if attenuation displaces plots, if invert levels force deep drainage, or if adoption standards require specification upgrades.

Why access and highway interfaces decide delivery
Construction access, temporary haul routes, visibility splays, junction works and S278 agreements determine whether plant can enter, whether muck-away is realistic, and when permanent access becomes available for follow-on trades and occupation.
Constrained access inflates prelims, extends programme and can block phased plot release. Highway authority requirements under S278 are a classic source of late cost and delay when left until after layout is frozen.

- Proposed foul and surface water strategy (even if draft)
- Known connection points / capacity constraints
- Adoption intent (private, S104, highway drainage interfaces)
- Construction access route and any S278 likelihood
- Utility constraints that affect drainage corridors or junction works
- Attenuation / SuDS land-take implications on layout

Feasibility should test infrastructure before the layout hardens
Drainage and access are often treated as technical follow-up tasks after a preferred layout is drawn. That is risky. If the drainage outfall, levels, highway access or temporary construction route cannot support the layout, the project may lose time redesigning something that already felt commercially settled.
A better feasibility process tests the infrastructure constraints while the layout still has room to move. That does not mean solving every detail at land appraisal stage, but it does mean identifying the decisions that could materially change cost, programme or developable area.
The earlier these constraints are understood, the easier it is to decide whether the scheme needs a different access point, altered levels, a different drainage strategy, more land for attenuation or a different phasing approach.
Levels and outfalls often decide whether drainage is practical
Drainage feasibility is not just a question of whether a connection exists nearby. Levels, gradients, cover, crossing points, easements, adoption standards and attenuation requirements all affect whether the system can be built and maintained sensibly.
A site can look viable on plan but struggle vertically. If the outfall is too shallow, if roads need regrading, or if attenuation sits in the wrong place, the groundworks cost can move quickly. These issues are much cheaper to test before the design team has committed to fixed levels.
Early drainage work should therefore include enough level information to test the principle, not only the route. The commercial question is whether the drainage strategy supports the development without forcing disproportionate excavation, retaining, pumping or redesign.
Access feasibility includes construction access
Permanent access may satisfy a planning or highway principle while still leaving the construction phase difficult. Groundworks needs room for plant, wagons, deliveries, concrete, piling rigs, muck-away and safe segregation long before the final access is complete.
Construction access should therefore be tested alongside permanent access. If the site needs a temporary haul road, traffic management, neighbour agreements or phased access, those items should sit in the feasibility budget rather than appearing later as preliminaries pressure.
This is where drainage and access interact. A temporary road may cross drainage routes, attenuation areas or future road construction. If those interfaces are not planned, the project can end up building access twice or damaging work that was completed too early.
