Preparation is the broader getting-ready process; enabling usually emphasises temporary access, welfare, and early controls. They often overlap on small sites.

Do I need GI during preparation?

GI should inform foundation design before main dig. It may run in parallel with preparation, but skipping it to “get on site” risks redesign. See ground investigation before you build.
