Bid/no-bid is a risk filter, not a courtesy reply
Before detailed pricing, many groundworks contractors run a short bid/no-bid assessment: can we deliver this safely and profitably, is the information good enough, and is the client likely to appoint on a fair basis? Declining early is often better than pricing a package that will become a dispute.

When early involvement changes the assessment
Some enquiries are weak as fixed-price tenders but strong as early contractor involvement conversations — buildability input before the pack freezes. See early contractor involvement. Contractors may pursue ECI even when they would decline a premature lump-sum price.
Capability fit is the first filter
Most contractors first ask whether the package fits the business they actually run. That includes geography, plant, supervision, specialist skills, current workload and the kind of risk the team is comfortable carrying. A strong enquiry outside those limits may still be declined.
Capability fit is not only about size. A modest but awkward constrained excavation can be a poor match for a contractor built around open-site earthworks. A housing infrastructure contractor may not chase a small one-off drainage repair. A piling specialist may be interested only if the foundation risk is clearly defined.
Clients improve pursuit rates by aiming enquiries at the right kind of contractor. The tender pack should make the project type, location, constraints and expected package value clear enough for a quick fit decision. Hiding those details does not broaden the market; it wastes estimating time.
A good contractor will often decline work that is outside its fit before spending days on a price. That is not reluctance. It is a sign of commercial discipline and usually protects the client from a fragile appointment later.
Information confidence determines pricing depth
After fit, contractors look at whether the information supports a sensible price. The pack does not have to be perfect, but it needs to show drawings, constraints, survey status, scope boundaries and the assumptions the client wants bidders to use. Missing information is manageable when it is named.
A weak pack forces contractors into defensive behaviour. They either decline, submit a heavily qualified return, or price broad risk allowances that make their number look uncompetitive. None of those outcomes helps the client reach a reliable appointment.
Information confidence is also about response behaviour. If a contractor asks basic clarification questions and gets slow or vague replies, that becomes part of the bid/no-bid decision. The enquiry may be technically priceable but commercially unattractive if the client team appears unable to control information.
The strongest client signal is a controlled pack plus a clear clarification route. Contractors can then spend their pricing effort on method, risk and programme rather than trying to work out what the project actually is.
Risk allocation and contract terms shape the decision
Groundworks carries risk that is often discovered after mobilisation: ground conditions, utilities, access, groundwater, disposal classification and design development. Contractors assess whether the tender allocates those risks fairly or simply pushes uncertain items onto the subcontractor.
A contractor may accept difficult risk when the information is strong and the valuation mechanism is fair. The same contractor may decline an apparently simpler job if the contract expects them to carry unknown ground, unknown services and unrealistic programme dates without recourse.
Payment terms, retention, collateral warranties, design responsibility and liquidated damages can also affect appetite. These are not afterthoughts to estimating teams. They influence whether the project fits the contractor's commercial risk profile.
For clients, the lesson is to avoid turning every uncertainty into a contractor risk by default. Clear provisional sums, survey exclusions, agreed rates and defined responsibility boundaries can make a package more attractive without weakening the client's position.
Programme realism is a pursuit signal
Contractors read the proposed programme as a sign of how the project will be managed. If the dates ignore utility lead times, approvals, access creation, inspections or ground investigation gaps, the package may look troublesome before pricing starts.
A tight programme is not automatically a reason to decline. Many contractors can respond well to a demanding but honest programme. The warning sign is a programme that assumes every external interface is already solved when the tender pack shows otherwise.
Programme realism affects preliminaries, supervision, sequencing and resource planning. It also affects trust. If the first document a contractor sees is obviously optimistic, they may assume the commercial expectations after award will be just as unrealistic.
A better enquiry states target dates, known dependencies and the current status of approvals or surveys. That lets contractors decide whether they can help recover time, whether the start date should move, or whether a phased appointment would be more sensible.
Clarification behaviour can keep contractors engaged
Bid/no-bid is not always a single decision at the start. Contractors continue assessing the opportunity while clarifications are answered. A responsive client can move an enquiry from caution to pursue; an unresponsive one can do the opposite.
Useful clarification answers are specific and shared with all relevant bidders. They confirm drawings, scope edges, risk ownership or programme assumptions rather than giving informal reassurance. Contractors need answers they can price against.
If the answer is not known, say so and define the provisional basis. That is better than leaving bidders to guess. A named uncertainty can be carried as a provisional item, exclusion or risk allowance; an unnamed uncertainty becomes a reason to qualify or decline.
This is where early contractor involvement can change the outcome. If the pack is not ready for fixed pricing, a structured pre-tender conversation may produce better information before the formal tender is issued.
What clients can do to stay in the ‘pursue’ column
