Why tender package quality decides the returns
The groundworks package is often the first major trade package tendered on a project, and it is frequently the one with the highest concentration of unknowns. Unlike superstructure packages where design is typically well-developed, groundworks tenders are often issued with incomplete site information, provisional drainage designs, and optimistic assumptions about ground conditions.
For procurement professionals, the quality of the tender package determines the quality of the returns. Incomplete documentation leads to non-comparable tenders, scope gaps, and disputes once construction begins. Contractors price what they see, not what was intended.

1. Complete for-tender drawings
Drawings are the primary means of communicating design intent. A groundworks tender package must include a complete, coordinated set of for-tender drawings across all relevant disciplines.
Minimum drawing set required
- Site layout plan showing building footprint, boundaries, levels, and site features
- Floor plans at 1:50 or 1:100 with dimensions and setting-out information
- Elevations showing finished ground levels and floor levels relative to datum
- Section drawings showing foundation depths, construction build-ups, and ground levels
- Drainage layout with runs, gradients, inspection chambers, and connection points
- Services plan showing incoming utilities and existing services
- Structural engineer’s foundation drawings with reinforcement details
The commercial risk. Incomplete, outdated, or uncontrolled documents cause bidders to price different versions of the same project. One bidder may price an earlier revision while another works from the latest — making evaluation a manual normalisation exercise.
Provide a drawing register clearly identifying revisions and superseded documents, plus discipline indexes confirming all required information is included.
2. Bill of quantities (BOQ) or pricing schedule
The pricing format defines how bidders break down and present their costs. It shapes how scope, quantities, rates, allowances, and provisional sums are priced.
Why this matters: when bidders use different pricing structures, tenders become difficult to compare. One bidder may separate provisional sums and allowances while another embeds them in unit rates. Evaluation slows down, and inconsistencies carry through into negotiations and cost reporting.
Best practice:
- Use standardised pricing templates to guide how scope is priced.
- Separate quantities, unit rates, allowances, and provisional sums clearly.
- Align pricing formats with cost codes to support evaluation, negotiation, and post-award reporting.
- Excavation (by type and volume)
- Muck-away (with allowance for swell factor)
- Fill materials (imported or reused)
- Concrete (by grade and application)
- Reinforcement
- Drainage (by pipe size, depth, and fitting type)
- Manholes and chambers (by depth and size)
- Sub-bases and hardstanding
- External works (roads, pavements, kerbs)
3. Drainage strategy and design
Drainage is often the most complex element of a groundworks package, and the area most likely to generate variations. A drainage strategy priced from a provisional layout is a risk for both parties — see commercial drainage contractors for typical package interfaces.
Information required
- Drainage layout showing all runs, gradients, and connection points
- Design calculations (flow rates, pipe sizing, attenuation requirements)
- Invert levels for all connections
- Existing drainage connection details (CCTV survey if available)
- SuDS requirements and design
- Soakaway or attenuation tank design (if applicable)
- Water company approval for connections (where required)
Commercial best practice. If the drainage design is not finalised at tender stage, include an allowance or provisional sum rather than expecting contractors to price a design that may change. That avoids a low price based on an optimistic layout becoming a variation once the design develops.
4. Geotechnical and ground investigation reports

Without geotechnical information, contractors will either price high to cover unknown risks or price low and rely on variations when conditions prove difficult. Either outcome is inefficient for the client.
5. Utility information and service mapping
Underground services are a common cause of unexpected cost and delay during groundworks — especially where enabling works and diversions have not been resolved before the main package.
Information required
- Utility plans showing existing water, gas, electric, telecoms, and drainage
- CCTV survey results for existing drainage
- Service connection points and meter locations
- Any known private services on site
- Confirmation of service diversions already agreed with utility providers
Include a PAS 128 compliant utility survey where services are not clearly recorded. Contractors can only avoid services during excavation if they know where they are.
6. Phasing and programme requirements
The project programme directly affects how groundworks are priced and sequenced.
- Project start date and completion date
- Phasing requirements (if the site is to be handed over in sections)
- Key milestone dates (SIPs or frame delivery, for example)
- Any restrictions on working hours (often a planning condition)
- Any seasonal constraints (ecological surveys, tree protection)
A tight programme carries cost implications. Working outside normal hours or at weekends commands premium labour rates and may require additional plant hire. Contractors need these requirements before pricing.
7. Site access and logistics constraints
Access constraints can add significant cost to a groundworks package—often in ways that are not apparent until the contractor arrives on site.
Information required
- Vehicle access width and height
- Weight restrictions on approach roads
- Carrying capacity of access routes (can a concrete lorry get on site?)
- Hardstanding availability for plant and site accommodation
- Turning areas for delivery vehicles
- Site storage space for materials
- Waste management and disposal arrangements
The commercial risk. If a 32-tonne concrete mixer cannot access the site, concrete must be pumped or delivered differently. No spoil storage increases muck-away costs. Restricted working hours extend the programme — and the prelims.
8. Specifications and technical requirements
The specification defines the quality standards, materials, and workmanship required. This is not just about the drawings—it is the narrative that fills in the detail the drawings cannot show.
- Concrete grades and mix designs
- Reinforcement specifications (grade, cover, laps)
- Drainage materials and installation standards
- Compaction requirements (percentage Mod AASHTO)
- Sub-base material specifications (6F2, Type 1, etc.)
- Testing and inspection requirements (drainage air tests, concrete cube testing)
- Quality assurance and record-keeping requirements
Specifications should reference current British Standards and industry guidance. Generic references are often insufficient—contractors need to know exactly what material is specified and to what standard.
9. Planning conditions affecting groundworks
Planning permissions often come with conditions that directly affect groundworks. These must be discharged before certain works can commence.
- Tree protection requirements (Root Protection Areas, fencing, arboricultural supervision)
- Archaeology requirements (watching briefs or full excavations)
- Contaminated land requirements (remediation, validation)
- Ecological constraints (seasonal working restrictions, protected species)
- Hours of operation
- Construction Management Plan requirements
- CEMP (Construction Environmental Management Plan) requirements
If planning conditions have not been discharged, do not expect contractors to absorb compliance costs. Confirm which conditions are discharged and which remain, with allowances or provisional sums for the latter.
10. Scope definition and exclusions
Scope gaps are the leading cause of variations in groundworks packages. The scope must be clearly defined, and exclusions must be stated.
What must be clear
- Exact extent of excavation (how much, how deep, where)
- Responsibility for site clearance and demolition
- Spoil disposal responsibility and cost
- Foundation type (strip, trench fill, piled, raft, or pad)
- Completion level (to DPC, to slab, to finished ground level?)
- Responsibility for backfilling
- Responsibility for concrete pumps and other equipment
- Standard of finishing required
Different bidders will price different scopes if the scope is not clearly defined. Comparing those tenders is impossible without manual levelling — and even then, assumptions must be made.
11. Contract terms and commercial framework
Bidders need to see the proposed contract terms early so they can factor contractual risk into pricing.
- Payment terms and retention
- Variations procedure
- Liquidated damages
- Termination rights
- Insurance requirements
- Defects liability period
If bidders do not see contract terms until after pricing, risk is discovered late — underpriced tenders, post-award negotiation, and increased claim exposure.
12. Clarifications and addenda
During the tender period, questions will arise. How these are managed affects the integrity of the procurement process.
Best practice:
- Use a centralised clarifications log accessible to all bidders.
- Issue formal addenda to confirm changes or updates.
- Maintain a clear audit trail that defines the final tender information used for evaluation.
Informal email-based clarifications create information gaps and probity risk, as not all bidders receive the same updates or interpretations of the scope.
