Groundworks programmes often stall at utility interfaces: who owns the diversion, whether records match the ground, and when the undertaker can attend. Excavators cannot dig through unresolved live services, and S278 or drainage works may not proceed with known conflicts outstanding.

Lead times and why they sit on the critical path
Statutory undertaker responses, design approvals and diversion scheduling often run to many months on development sites. Lead times vary by undertaker, region and complexity — they should be checked early with the relevant companies rather than assumed from a generic programme template.
On larger schemes, diversion planning may need to start before the groundworks contractor is appointed. Leaving first contact until mobilisation is a common way to put utilities on the critical path.
Utility records are a starting point, not proof
Development teams often begin with statutory plans, historic records or information from previous site owners. Those records are useful, but they do not prove exactly what is in the ground. Depths, abandoned services, private supplies, undocumented diversions and inaccurate alignments can all appear during investigation.
That uncertainty matters because groundworks cannot safely progress through unresolved live services. A drawing conflict can become a plant stand-down, a redesign, a diversion instruction or a change to excavation method. The earlier the gap between records and reality is tested, the less damage it does to the programme.
Survey quality should therefore be stated in the tender pack. A desktop record search, a detection survey and trial holes are not the same level of confidence. Contractors price differently depending on whether services have merely been indicated or physically exposed at critical crossing points.
Where uncertainty remains, the tender should say who owns the next investigation step. Leaving 'check services' as a generic site instruction is not enough when a diversion or protection measure may decide whether the package can start.
The biggest delay is often the ownership gap
Utility interfaces sit between several parties: client, designer, principal contractor, groundworks contractor, statutory undertaker, highway authority and sometimes neighbouring landowners. Delay often happens because everyone knows an interface exists, but nobody owns the next action clearly enough.
An ownership gap might be an application that has not been submitted, a quote that has not been accepted, a trial hole that nobody instructed or a diversion design waiting for client approval. The groundworks contractor may be ready to work but unable to proceed safely or lawfully.
The interface owner should be named before mobilisation. That person or organisation needs authority to chase undertakers, instruct surveys, coordinate designers and update the programme. Without that authority, utility issues drift because they do not sit neatly inside one subcontract package.
The commercial documents should match the ownership plan. If the client owns diversions, the contractor should not be penalised for delays outside its control. If the contractor owns protection or trial holes, the scope and rates should be clear enough to manage change.
Diversion, protection and avoidance are different strategies
Not every utility conflict needs the same response. Some services need diverting, some can be protected, some can be worked around, and some need isolation or removal. Each strategy has different cost, lead-time, design and approval implications.
A diversion is often the slowest route because it may involve undertaker design, approvals, payment, scheduling and attendance. Protection may be quicker, but it still needs a safe method and agreement about responsibility. Avoidance may reduce direct cost but can distort drainage, foundations, roads or levels.
The project should avoid treating 'utility issue' as a single risk. The tender and programme should identify the specific services, the current strategy for each, who has approved that strategy and what remains unresolved.
Where the strategy is uncertain, the safest commercial approach is to price a defined investigation or enabling step first. That can prevent the main groundworks package from being priced on assumptions that fail as soon as the first trench is opened.
Utility controls should sit visibly in the programme
Utility actions often sit outside the visible groundworks bar on a programme, but they should not sit outside programme control. Applications, surveys, trial holes, design reviews, payment approvals, undertaker attendances and isolation dates all need target dates and owners.
If a service conflict affects excavation, piling, drainage, road formation or S278 works, it belongs on the critical path until proven otherwise. Hiding it in a risk register is not enough. The programme should show when the uncertainty will be closed.
Regular utility interface reviews can be more useful than long general progress meetings. The agenda should be practical: what is live, what is unknown, who owns the next action, what date is promised, and what work face is affected if the date slips.
The goal is not to eliminate every utility surprise. It is to stop known utility issues from becoming predictable delays. If the interface is visible early, the team has options. If it appears during mobilisation, those options narrow quickly.

- Map live services against dig and foundation plans
- Confirm survey status and remaining trial-hole needs
- Name the owner for each diversion and protection interface
- Obtain realistic undertaker programme indications in writing where possible
- Align S278 / highway works with unresolved conflicts
- Put utility hold points on the groundworks programme visibly
