Disposal assumptions can outweigh dig rates
On many packages, muck-away and disposal decisions move the out-turn cost as much as excavation productivity. Classification, haul distance, tip availability, waiting time at the gate and whether material can be reused on site all change the commercial picture — often after dig has started.

Reuse routes and regulatory care
Where excavated materials are suitable, reuse on site or transfer under an appropriate materials management route can reduce export. In the UK, the CL:AIRE Definition of Waste Code of Practice (DoWCoP) is one established industry framework that may support reuse in defined circumstances — but it is not automatic, and suitability, documentation and Qualified Person requirements must be checked for the project.

How disposal silence breaks like-for-like tenders
If one bidder assumes inert tip and another prices a conservative classification, headline totals will diverge for reasons unrelated to dig skill — a theme also covered in Why Groundworks Quotes Vary and Groundworks Cost Breakdown.
Classification risk should be visible before the dig
Disposal cost depends heavily on what the material is classed as once it leaves the site. Inert, non-hazardous and hazardous routes carry different testing, handling, haulage and facility costs. A tender that simply says muck away leaves too much room for different assumptions.
The issue is not only contamination. Made ground, mixed demolition material, wet spoil, organic content and poor segregation can all change whether arisings are reusable or need disposal. If the site history suggests uncertainty, the tender should say what testing has been done and what remains provisional.
Contractors should be asked to state the disposal route assumed in the price. If that route changes because testing or site conditions differ, the valuation mechanism should already exist. Otherwise the project discovers the commercial argument when wagons are waiting.
Haulage, waiting time and storage can outweigh the excavation rate
On many sites, the excavation rate is not the limiting factor. The limiting factor is how quickly material can be loaded, moved through the gate, accepted at the tip and replaced by the next vehicle. Tight access, booking slots and road restrictions can make haulage the real programme driver.
Lack of stockpile space makes the package more sensitive. If material cannot wait safely on site, excavation depends on live wagon availability. If a tip rejects a load or the route changes, plant can be left idle even though the ground itself is ready to dig.
Tender packs should therefore describe storage rights, loading locations, access constraints and expected wagon management. Those details help bidders price the same logistics rather than using different assumptions about how easily spoil can leave the site.
Reuse is valuable only when it is planned
Reusing material on site can reduce cost and vehicle movements, but it has to be designed and controlled. The material must be suitable for the intended use, available at the right time, stored in a workable condition and placed to the required specification.
A vague hope of reuse is not the same as a reuse strategy. If the fill area is not ready, if stockpile space is missing or if the material needs treatment, the project may still export and import despite the early assumption that disposal would be limited.
The tender should connect reuse assumptions to the earthworks sequence and specification. That gives contractors a fair basis for pricing and gives the client a clearer fallback if reuse becomes impractical.

- Share GI / contamination screening status
- Define reuse vs export assumptions in writing
- State who pays if classification upgrades
- Confirm wagon access and tip working constraints
- Ask bidders to declare tip / reuse assumptions explicitly
