Do I need an engineer for a small retaining wall?

Many walls that retain significant height or surcharge require structural design and Building Control involvement. Do not assume garden rules of thumb are enough.

Are sheet piles a retaining wall?

Sheet piles can provide retention as temporary or permanent works. That is a different system to mass or RC walls — see types of piling for context, and follow the temporary works designer.
